Background: On March 19, 2019, the Center for Biological Diversity and over a dozen American conservation and animal protection groups submitted a letter to the U.S. House Armed Services Committee. The letter asked the Committee to comply with U.S. environmental laws by stopping base construction in Henoko-Oura Bay.
